Mogul base bulbs do produce UV but the glass envelope of the bulb is the shield. A mogul bulb is nothing but a HQI bulb with a built on UV shield.
ALL HQI bulbs MUST use a separate UV shield.

the "T" number of the bulbs is the size of the bulb in 8 ths of an inch. Therefore T5 is 5/8 " diameter and T12 is 12/8" . They all have their own specific mounting caps.

I would go with option 3. It wont increase the flow much but it will atleast be safer. You dont really need a high flow through your sump anyway.
