I have no experience, but I would guess that you get what you pay for.... Otherwise, everybody would be using these lights. You're better off finding a used TEK or similar. Tried and tested. 4 foot fixtures always pop up on here.

Ya, kind of what I thought. I am going to hold out for a better quality light.
