I think the bigger questions would be who's in charge of moderating and judging the contest.
Contest rules and themes could be different every month, so a voting poll could be used to see what people want every month. Then a pre-selected commitee would vote on the best picture. Perhaps a job for the mods or the FTOTM commitee? I for one like the color idea to start, its nice and simple.
