Default Ballast problems

My ice cap 250 keeps shorting out o_o it makes an audible click, turns off, then fires itself up again. Anyone know what could cause this and how to fix it?

Thanks,

Beth

Fairly certain the "how to fix it" part involves sending it back to IceCap. They are sealed units.
