Default tank plubing

My tank has an external herbie overflow with one pipe long and the other shorter I have it so the longer on is just barely surface skimming, now my sump has 3 chambers and I'm using the middle as the return section as it has the highest water volume. The first overflow and have it T'd off with the ball valve closed on the straight down pipe and the pipe goes to the far side of my sump where my skimmer is, now the longer pipe draining into the one directly below (refugium) problem is the long pipe doesn't provide much flow at all so basicly what I'm asking is, is their a better way to plumb this system? Will post pics later.
