Fish only or are you keeping coral as well?

You will want some flow, but don't need a lot. The flow will help keep excess nutrients circulating until it is skimmed out or caught by filter floss/filter sock.

I'm not certain about all species of puffer but lionfish and eels will not eat coral. I've got a snowflake moray and a fu manchu lionfish in my reef tank. I also kept a volitan lionfish for about 5 years in a reef.

Without coral I think 10x your tanks volume per hour would be a good start although you certainly could have more. Depending on the type of lion I don't see a problem with 30x.
