Default lighting for a 45g tank

Anything think a 48" dual bulb tek light would be enough over a 45g (36Lx12Wx24H) when dosing nitrate and CO2?

Thinking of starting up another tank if it can be done on the cheap. I've got a CO2 tank and regulator combo, loads of substrate and a 50 pound bag of potassium nitrate kicking around. Figured I should do a planted tank again if it won't cost much.
