Q. What is the purpose of my city's club forum? Do I post there if that's where I'm from, or want to buy stuff there?

A. No, the purpose of the club forums for each city (Calgary, Edmonton, Vancouver, etc), is to arrange local gatherings and events specific to that locale.
They are not meant as the place to post if you're a resident of that area, or buying/selling in that area.
As a reef community, please post "Reef" related topics in the Reef forum, buy and sell posts in the Buy/Sell/Trade forum (you can suffix the title with city). That way people from outside the area notice and can engage in the topics posted.
