Default Repeating Sand Storm

Hiya all..
I have some friends that just setup a 55g as a FO later on to convert to reef. They put in 30lbs of Carib Sea reef sand, and 20lbs of Southdown. The tank settled nicely, but clouds up periodically for a day. Is this normal? Will the sand settle for good once the bed is filled with little critters? Would it be a good idea for them to add a few lbs of Crushed coral to the top to keep things settled?

Once the bed is colonized with bacteria, it will stay put.
