It would help if you knew what size of drill you are looking for.
Princess auto here in the lower mainland, don't know if you have one of those stores?

I would just bring the tank to Aquagiant
They will drill a hole for 10 bucks

And the bit would cost him $12 or so at Princess Auto. I guess that it would be drilled by experienced people so that's one plus for getting it done at Aquagiant.
