Default dead whiite bugs?

when i had my actinics on last night i noticed little white bugs zooming at mach speed on the waters surface. this morning there are about 10 of these white things floating dead on the surface. are there copepods? why are they dead on the surface?

The white bugs are copepods. They've probably just molted and the "shells" have floated to the surface.
