I don't think it has any effect. I've read that almost all lanthanum added to seawater immediately binds to either phosphate or carbonate. If your phosphate is very low, most of this will be carbonate, which is why it has a reducing effect on DKH. The higher your phosphate, the less carbonate is bound.

Some hydroxide is bound, but very small amounts compared to phosphate and carbonate.
