Default Galaxy Ballast Question

So I come home tonight and I notice half my tank is darker than normal, so I see that one side isn't working, so I change the bulb and nothing, still out. My galaxy ballast is the dual style so I swap the plugs and the side that was out lights up and the side than was on is dark. So my question is, in my 2yr old ballast repairable or is it dead? I tried the reset button too.... I got the ballast from J+L but I haven't the faintest idea where the receipt is, it got scattered with the reno's on the house.

I thought the galaxy ballasts had a 5 year warrenty on them?

It says this on J&Ls site:

5 YEAR WARRANTY (3 full YEARS + 2 years prorated)

Check into it

pretty sure you need a receipt, however I talked to J+L and they gave me the number to contact in Wa. So I will talk to them on Monday I hope, for now I will keep the t5's on longer and rotate the plugs on the ballast. I checked out the numbers on the ballast and it has a production date of 2009..so we'll see.
