To me it looks like some algae concentrated in there. Maybe some green/blue cyanobacterias? They can be quite colorful. As long as there is none in the water that is concentrated enough to be visible I would not worry.
Are you dosing any carbon?

I would suspect some algae in your tank sporulated which would also explain why your skimmer is wetter then usual
