You should go into any church and preach this. They all raffle off cakes and other stuff without licenses.

Laws like this are placed when a large amount of profit on a raffle can be made (stampede lotto for instance). In thekid's case, if this idea actually takes off he might make a little bit extra, he could also loss alot if the interest isn't there. If he sets a date for the draw he should stick with it, even if 2 people are the only ones involved.
