You can use cutters to snip it off near the rock.

i did remove one from the rock by cutting the live rock with the blade of the hack saw.
Just make sure its clean and it might start oxidizing if you keep it there for too long. You can cut from one side and then insert a small flat screw driver it will snap easily. Or cut out the toad , but it will grow back soon though
