You could add a bubblier with an airstone into the tank to help oxygenate the water, it might help a bit.

If you have a korallia power head you can aim it partly out of the water which will create a lot of bubbles in your tank.

three hours is pretty long to acclimate how was the temp of his acc water you may have shocked him putting it into the quarantine tank i usually dont even acclimate if the saltinity is close and temp is the same

perfectly fine the salint is 1.030 and it has a nano koralia for flow its only a ten gallon and there is a two other fish that are doing fine
