check with a lighitng supply store, like albright lighting, they can usually order just about any component you need.
Also check ebhorsman and nedco they both carry alot of different ballasts for construction electrical work.

Is the ballast epoxy filled inside? Also, you can get a wicked shock from the capacitor in some ballasts even after not being plugged in for a long time.

Don't ask me how I know that. I heard of this guy one time...
