Default Chiller

Any good chiller to recommend? I don't want to spend too much on it.

NANO CUBE HQI 28 G with 150W MH light. No Sump.

My water temp is around 76, but when the light goes on, temp goes up to 82-84. What i am doing right now is that i set the timer when the light goes on, the heater turns off and when the light is on the heater goes back on. i tested a couple days, my temp drop to 78-80.
