Default Fresh Water Dip...?

Quite new to salt water and I think I have an ich problem with my hippo tang. I here all this about a FW dip. Can anyone explain this, long should you dip a fish for?, Same temp as my SW tank?...
I have heard about the garlic and selcon, but may try this 'dip" out as well....

i dont have the means for a QT tank so i try to dip all fish before going into the tank. i use water from my FW barb tank. nothing more than have the fish in a net and put net in the tank sometimes. if its a larger fish i fill a bucket with water from this tank. usually no more than 3-4 min.
