Kevin....if you haven't already, you should involve the police.
As for combining tanks....I'm not sure if it would cause everything more stress, or actually help. The cloudiness is getting worse in the FOWLR eh? *sigh* So not cool. Again, let me/us know if I/we can help at all. I feel for ya, friend.
