I'm inclined to think that sand will raise pH to about 8.0 or so.
If you plan on keeping African Cichlids it would be fine.
Otherwise, 8.0 pH is too high for most FW fish, IMHO.
Definitely don't keep Discus with it and research the pH needs of whatever else you might want to keep with that sand, IMHO.
