If you have three components then you likely have a pulse start ballast. The transformer, the capacitor, and the ignitor. In my experience, the ignitors look a little like the capacitors but are smaller. But the exact looks will probably depend on whether it's an Advance ballast, or Venture, or some other brand.
Can you snap a picture of the three components? A probe start ballast is just the transformer and the capacitor.
