Are you sure that's an electronic ballast? The wire outs and the label don't look like it to me.. Is it fairly heavy?
All the electronic ballasts I'm familiar with have the power in (usu. white/black) and a series of "hot" leads to the lamps, and then a single common ground which connects to the other end of all the lamps.

If it's an electronic ballast, it should work. If it's not, I think you can still overdrive but there's some crazy series wiring necessary to do it.

Also, are you absolutely sure the bulbs are lighting at the same brightness with every configuration? I know when I was overdriving some NO t12 tubes I could swear they were the same, but when I wired one at NO and another at 2xODNO I could *just barely* notice a difference in light intensity.
