Whats a safe way of getting rid of old water during water changes?
Throw it on the lawn. Saltwater won't hurt nothing especially if you are watering regular anyway.

I did this all last year and it never hurt a thing. My wife has been watering her plants with diluted skimmer waste and they do considerably better than anyone else's in the area.
