I'm needing to replace that blue valve. It's the outside shutoff.

Ok.

1. The blue valve is broken?

2. Why replace a hose spigot with a hydrant if you can shut the water off inside for the winter?

So many questions. If it can wait until next week, I'm off.

A wall hydrant is a through-wall non-freeze shutoff that allows you to turn off the outside water.
