Do you have an empty tank in the vicinity. It may be sending out some sort of curse.
 (Just trying to lighten your mood  )I'm with the water issue. After some new carbon and phosban(how long since changed-sorry if I missed that somewhere) the frag idea sounds reasonable step. My last house I had a horrible time with all kinds of issues/losses. Now I'm have much better luck and on well water to boot.
