The 20 gallons for the competition is system water volume, not tank size. A 25 or 30 gallon tank could be used, as long as the total water volume of the system does not exceed 20 gallons (including skimmers, filters, sumps, fuges . . . ). Sand and rock will help decrease the total water volume.
