Default overflow question

my tank is drilled and in the top lip lets say of the overflow i have all this green algea clumps Should i be removing this on a reg basis?

I would definitely remove it, you don't want it clogging up your overflow down the road and you also don't want it seeding your tank with algae spores that could settle somewhere in the main tank.
