Default HQI or Electronic ballasts..?

Im looking for some 400W ballasts for my new 120G tank im going to be setting up but had a question. Im really leaning towards running Radiums as well.

Is there a noticable difference in appearance between in these bulbs between an HQI ballast or an Icecap Electronic ballast? If so which would you prefer and why?

Radiums looks awesome on an HQI. And what they call a 400W HQI ballast is actually a 430W HPS son agro ballast. You can usually buy them for quite a bit cheaper then the PFO HQI ballast at a hydrophonics store.
