I don't think you want to do a waterchange until your cycle is complete.

Unless levels get really high....but as long as your skimming you should be good....

I'm quite happy with mine, and it cost me $350 taxes, shipping and duty paid to Canada. Includes bulbs and led's as well.

And in addition yes you can start off with partial live rock and some base rock, it will eventually seed the base rock and make it "live rock" it will just take a bit longer to get the full benefit...
