Yes...use dechlorinator. In my past experience, it only takes a couple of hours (less than 4) of slightly chlorinated water to shutdown a reef. And then it took 4 months to recover....

In any case, that is a bit low for dkH or meq/l. It should be around 8 to 12 dkH or 3 to 4 meq/l.
