Any of the above! I use full strength on small things and things that get a super hard calcium deposit on them (like impellers), and will dilute up to 1:4 if I'm doing something big simply because I don't want to go buy 6 jugs of vinegar. I just did my skimmer a month ago in 1:4 and the deposits were softened enough in 6 hours that a light brushing got rid of it all.

Ended up using full strength. Did let the skimmer soak but still took some effort with a brush.
