These getting bigger and spreading more. need your help getting some of these remove.

If you grab them near the base the ones you no longer want should just peel off.

Will it do any harm to the tank if I rip it or cut it off?

Toadstool are easy to frag sharp exacto or scissors and hack away tie the frag to plugs or as i do some live rubble.The things grow like crazy.

You can cut them anywhere you want without killing them. However any amount that you leave behind will grow into a new colony. I've cut at my toadstool while it was still in the tank several times without any adverse effects. But if you're worried you can pull the rock out or if that is not possible just follow your fragging session with a water change and some fresh carbon.
