I have 120ish pounds of rock in a garbage pail running off the side of a 70 gallon and I'm curious to no if it needs light to do its job like grow pods and other forms of life

Should still function fine for biological filtration and supporting pod colonies, feather dusters etc. Obviously, coraline and other types of algae aren't going to grow.

No need for light for any biological filtration. Just flow.
