The larger the volume of water you have in your system, the more stable it is. At least that's what we always say. I think the same concept is at the root of this type of proposal. Whether or not it would pay off in the long run is beyond my level of comprehension, though

Not sure where you would find an economist or capitalist that would agree with a many of these statments.
