It is actually it's valonia with blue sponge growing over it so it's algae and sponge

I was thinking bubble algae as well - Id just never seen any this color. I'll start treating it as such, and see how I go. Thanks for the replies everyone!

if the bubble algae is on one piece of LR just take out that rock and clean the bubble algae of the rock |

Looked around and found Botryocladia skottsbergii to be a possible ID.
