to limit clouding, after rinsing put in a few plastic bags, then cut open bags on existing sand surface. I'd do one 20# bag, one side, one day, other side next day.

Or you can also use a PVC pipe as a funnel and pour the sand through the pipe to the bottom of the tank to prevent cloudiness.

That helps a bit, but if the sand is cloudy, you're still going to get a milky tank.
