Yes, you could make a fixture with as many bulbs as you wanted. Looks like they have their own reflective surface. You won't need a ballast as they are 12 Volts DC. So an appropiate 12 V power source is all that is needed. (depending on the amt of bulbs you use)
But, do you really want a 6000- 7000 degrees Kelvin bulb for a saltwater tank? Thats really good for a planted freshwater, but saltwater should be between 10,000 to 20,000 depending on your preference
