One thing you could try is once you've cut it off at the base and relocated it...then you could boild some RODI water and using a turkey baster, blast the spot multiple times with boiling water which might kill the original stem.
No guarantees, but it will take some time to re-grow anyways. Other people here may have suggestions too.
