Sounds like someone wanted to stop the aquarium from either profitting from the constant influx of tourists and their money, or they wanted to get back at somone who runs, or works at the aquarium. Maybe a disgruntled employee. There is also the third possiblity, someone was clumbsy and knocked in a gas can, but couldn't be mature enough to admit it was an accident.
