I'm assuming there's no separate ballast for your actinics? Are there conneting cables or just the end caps?
If just end caps, sounds like you would need a single or double VHO ballast (depending on how much actinic you want), with connecting wires & bulbs. Anyone else? Anthony PS. Not a lighting guru (recently converted to MH & never had VHO).
