Try the adhesive for automotive rear view mirror mounting. You should be able to get it at any decent auto parts shop. It makes a pretty strong bond between the metal mirror base and the windshield and is clear.
That's what I was going to suggest. Or clear two part epoxy. Either might look a little globby if you use too much but if it's going to cost hundreds of dollars to fix you may think it doesn't look too bad.
