Dave ... That is the strategy I have employed so far and it is a good one ... send as many CS as you can because it is a long travel time outside of your star system so getting PP's there takes awhile.

Trevor ... There are 2 ways ... one is friendly sieging ( have not figured that out completely yet but you will need a friend to make that work as they have to siege your top planets but they dont send transports ) or use Colony Ships ( remember to send at least 2 or more as they wont disband if there is only one )

The way I look at it is that if it costs the same in PP's to take a planet up a level then I spend it there but if I can build CS and transfer PP's to a junior planet and get 2 or more levels for the PP's spent then thats what I do

eg. if main planet needs 288 PP's to go up a level like cybernet for example but I can use 240 PP's instead and ship them using 4 X CS to a newly acquired planet ( = 60 PP's ) ... then I could potentially raise my cybernets by 4 levels on the new planet with 9 PP's left over

So I have cybernets up by 4 for less than the cost of raising it by 1 on the old planet
