As far as the BTA goes you can try and put something over it (like a sour cream container etc.) over it to keep it from free floating throughout the tank...hopefully by morning it will have taken hold of where you would like him and again, hopefully it will stay there for you...

tangs are almost always aggressive towards new fish of similar size/shape...you can try and place a small mirror against the glass...this will hopefully distract the Tominni long enough for the foxface to settle in....you could try turning the lights off(may help with the nem settle too)...though this is usually just a temporary solution...or you could do nothing and let them sort out the pecking order(usually takes a few days)...as long as the foxface isnt getting relentless harassed and is able to eat, I wouldnt worry too much yet
