I am not sure what you are saying with gluing the pvc stuff. Personally, I would glue the pieces together. Hand tight will not be water proof and I dont know how well silicone bonds to pvc in the long term?

the white tape in the threads only, I wouldnt glue anything thats threaded...

the velocity pumps run hot, because they are water cooled only - to reduce noise. I am not sure if a fan on the pump will prolong its life, but I am pretty sure it will reduce your tank temps - the velocity pump will raise your tank temps a degree or two.
