Looks like brush algae to me. If you got some tangs in your tank it will make a nice treat for them.

This algae looks like Chlorodesmis caespitosa or Cladophora prolifera to me. Both of them can easily spread all over on your live rocks when your nutrient level is high or under the right growing condition. This is not considered to be a pest algae when compared with the red turf algae and will not go sexual like the Caulerpa sp. but will be difficult to get rid of when you dislike it for snails, sea hare, urchins, fish like tangs, rabbits, angels ( most likely all of them will ignore it ) however I had seen the adult sized blue angel had consumed this algae before.

Yup it's dead. And will likely be leaching out all kinds of nasties in your tank. Nitrates, phosphates ammonia etc
Keep it in a bucket with a powerhead and SW for a while and change the water just with your waterchange water from your tank
