Default Fijicrete question

Hi does anyone know where I can purchase fijicrete locally? Shipping costs 3x what the product costs. Also how strong is this product? Let's just say I'm planning to glue a tower about 20lbs with multiple pieces of rock. Can the fijicrete hold if I held the tower from the top? Can this be cured inside my live aquarium or does it have to be out of water?

How much do you need, in measurements of cups? I think I may have bought too much, but I won't know for sure until next week after I do a bit more rock work. If I have left overs I'd be happy to give it to you at cost, providing you could pick it up or meet at J&L.
