Im setting up a tank for a friends and he has a 400w lighting, he has a 10k bulbs as well, Will it be ok not to supplement the tank with actinic?

Actinics are for looks, so if he likes the tank without actinics, it would be fine.

Actinics are not absolutely necessary. Better to have the 10000k lighting for his corals. The actinic would make his corals glow more though, which is something I'm unwilling to give up.
