What about something like this on a larger scale? It just hangs off the top rim of the tank, keeps them close to the light.

My kids have little hands Actually they are just ceramic bio-balls from a fluval,(I had lots just taking space)works like a charm for starting small plugs. They just fit snug in the eggcrate.

I built this one last month, it work's great except the hangers were getting pinched by my plexi top, so last week I cut off the hangers and now I just use two suction cups to hold it in place againts the back glass.
It holds about a dozen small frags and all I used was eggcrate, zap straps, and some frag glue
